The team decided to revert to a simpler state but added an `obsolete` status, suggested by Rob, to manage SID assignments no longer used in a module version. * **Per-SID-File Status**: The group opted for an explicit `per-sid-file-status` to denote whether a SID file is "published" or "unpublished," rather than deriving it from `per-item-status` entries or reflecting it in a file extension (which raised tool issues). This allows for circulating proposals for stable SID files without them being considered definitively published. * **Out of Scope Issues**: Issues 144 and 147, primarily concerning annotation support, were deemed beyond the scope of the current document and will be addressed in future work, potentially requiring new experimentation and tool building. * **Next Steps**: Authors will prepare a `draft-ietf-core-sid-020` revision.
