DKIM
Summary
The DKIM Working Group held a virtual interim session to review updates to the core DKIM2 specification (draft-ietf-dkim-dkim2-spec), discuss post-quantum signature schemes and multi-signature semantics, and review implementation experience from active deployments. The working group confirmed that draft-ietf-dkim-dkim2-spec is nearing readiness for Working Group Last Call (WGLC) once version -08 is published.
Key Discussion Points
Administrivia and Milestones
Pete Resnick and Murray Kucherawy opened the meeting using Chair Slides.
- Murray Kucherawy noted that no further virtual interims will be scheduled prior to IETF 125 in San Francisco.
- Milestone updates were noted: adoption milestones for draft-ietf-dkim-dkim2-spec and draft-ietf-dkim-dkim2-dns have been completed, and the motivation draft milestone was removed. Target dates for submitting documents to the IESG were adjusted to March 2027.
DKIM2 Base Specification Updates (draft-ietf-dkim-dkim2-spec)
Richard Clayton presented updates from version -07 of draft-ietf-dkim-dkim2-spec using Clayton-Interim-Oct2026.
- Signing Rules and Verification Reporting: Draft -07 defines strict
MUSTrequirements for signers while avoiding verifierMUSTrequirements, shifting verifier behavior to generating classification states (e.g., "validly signed" vs. "provisionally verified"). - Chain of Custody and Forwarding: Signers
MUST NOTsign or extend a chain on a message containing existing DKIM2 signature/instance headers unless it is a validly signed message or covered by an out-of-band arrangement. Intermediaries (such as alumni forwarders or mailing lists) that break validation must either re-originate the message by rewriting theFrom:header or remove broken DKIM2 history before applying a new signature.- Emanuel Schorsch, Allen Robinson, Bron Gondwana, and Pete Resnick discussed the operational impact on mailing lists and forwarders. Emanuel Schorsch volunteered to propose text clarifying rules around extending signature chains.
- Tag-Value Syntax: Standardized
tag=valuesyntax definitions were restored in draft-ietf-dkim-dkim2-spec to allow draft-ietf-dkim-dkim2-dns and other related specifications to reference it directly without pointing to historic DKIM1 RFCs. - Feature Removal and Additions:
- The
do-not-explodeanddo-not-modifyflags were removed. Potential future mechanisms for permitted modifications will be evaluated separately or covered in draft-ietf-dkim-dkim2-bcp. - Added a
u(raw byte sequence) step for recipes and explicitly prohibited duplicate JSON keys. - Added sections on international characters, authentic
From:header enforcement, and generic DoS guidance in the Security Considerations section.
- The
Post-Quantum Cryptography & Signature Semantics
Richard Clayton led a discussion on signature algorithm selection in draft-ietf-dkim-dkim2-spec and draft-ietf-dkim-dkim2-dns.
- AND vs. OR Semantics: The WG evaluated moving from OR semantics (where any single valid signature yields verification success) to AND semantics (where all present signatures must validate).
- Hybrid Schemes: Under AND semantics, complex hybrid algorithm definitions (e.g., combining ML-DSA-44 with ED25519 or RSA) are unnecessary because signers can independently attach separate post-quantum and classical signatures.
- Transition and Deliverability Risks: Wei Chuang and Allen Robinson raised concerns regarding transition periods, deliverability issues when introducing new algorithms, and potential flag days. Bron Gondwana noted that signature-stripping attacks would require counter/count protections under AND semantics. Richard Clayton suggested exploring syntax (such as an OR operator/delimiter) to facilitate algorithm rollouts.
Implementation Experience
Bron Gondwana presented deployment experience and technical notes using implementation-notes.
- Active Implementations: Multiple independent implementations exist, including Perl (
Mail::DKIM), Python, Erlang, C, JavaScript (browser-based validation via Cloudflare HTTP DNS), Mailman, TopicBox, and Fastmail (100% outbound DKIM2 signing and active verification). - Performance Considerations:
- Validating message instances can be optimized by streaming header and body ranges in a single pass.
- Signature verification can trigger up to 8 parallel DNS lookup requests immediately after header parsing.
- MTA Interoperability: MTA header stripping/rewriting (such as Postfix removing
Content-LengthorBcc) requires running DKIM2 milters early or configuring MTAs to disable header conversions. - WGLC Readiness: Pete Resnick, Richard Clayton, and Bron Gondwana noted that broad running code demonstrates draft maturity, supporting a move toward Working Group Last Call following the publication of draft -08.
Any Other Business
Wei Chuang reported on updates to the DKIM2 DMARC / sender policy draft, highlighting discussions around the auth=dkim2 tag to signal DKIM2 capability and prevent fallback attacks. Wei Chuang will continue refining the draft on the working group list before cross-posting to the DMARC working group.
Decisions and Action Items
- Emanuel Schorsch: Send suggested replacement text to the mailing list clarifying Section 13/chaining rules regarding when intermediaries may extend or restart a DKIM2 signature chain.
- Richard Clayton: Publish draft-ietf-dkim-dkim2-spec-08 incorporating IANA considerations, updated tag-value syntax references, and finalized signature semantics, preparing the draft for WGLC.
- Bron Gondwana: Update the Authentication-Results draft for compatibility with draft-ietf-dkim-dkim2-spec-07.
- Wei Chuang: Update draft-ietf-dkim-dkim2-dns to reference the tag-value syntax in draft-ietf-dkim-dkim2-spec.
Next Steps
- The Working Group will review draft-ietf-dkim-dkim2-spec-08 on the mailing list ahead of initiating Working Group Last Call (WGLC).
- The next formal working group meeting will take place at IETF 125 in San Francisco (January 2027).
